Hello, comrades.
I need your help in understanding the limits of this ability- sometimes it seems like it won't react at all when I'm shelling an emplacement at max range. Other times, it seems like no matter how far away from the emplacement or their base I am it still activates on me.
I primarily play OKW and have been testing this with LEIG's, so uh... Yeah.
Any advice/info would be much appreciated!

Max range is 250 from the base, so some maps or almost entirely covered, some barely at all.
Also bear in mind that it depends how many of the tier structures are set to CB. Tier 2 and 3 are capable but sometimes only one of the two will be firing.
It isn't how far from the emplacement you are, but how far from their base. As I say on some maps an aggressively placed pit will be covered out to Leig max range, on others shell away to you hearts content.
Most 1v1 maps seem to be 300 and odd by 300 and odd so you should be fine close to your base.
