Is there a way to fine control the speed infantry move at (think Dow2, where guardians outran tacs and tacs outran guardsmen) via the attribute editor? How? If not, how?

I think that would be speed_max in an entity's moving_ext. At least it says "Movement speed of the unit in ms" in the description, so it shouldn't be related to posture speed. Didn't test it, though!

Tried, this was unsuccessful. Do I have to edit a units lua file?

Infantry movement is solely changed through their posture. They're either crawling, walking, jogging, or running, and unfortunately that's as granular as it gets. The speed in moving_ext only works for vehicles.
It's been this way since CoH1, but even Relic's designers seem to have forgotten since there's a Stormtrooper bulletin that 'increases speed by 3%', which does nothing since that modifier can't affect infantry.

Commandos get a speed boost when they reach a certain vet I think, maybe you can check those out.

this could be a great way to deal with the blob problem. when a bunch of soldiers group up they would start moving slower, thus taking the whole "surprise buttsex!!" effect out of blobs

Didn't find anything in their vet that did that. The only squads that do get increased speed - like Panzerfüsiliers - get an addition of 1 to their posture speed, as far as I've found.
