How do you change this? I've looked under ebps cost_ext, and sbps squad_reinforce_ext, but so far have found nothing.

It multiplies the resource cost and time in cost_ext with the values from squad_reinforce_ext. A Conscript soldier costs 40MP and needs 4 seconds, so the squad costs 6x40=240MP and needs 6x4=24 seconds. Reinforcement costs 0,5x40=20MP and needs 1x4=4 seconds per man, because it's set to 50% cost and 100% time, as with most infantry units.
