debuff in the open and getting no debuff in cover = nothing in the open and buff in cover.
Being bad at the game isn't something balance patches can fix.

My stats were a bit shit and off in the last post, but the test result still stands. The dps difference between cover and no cover was much smaller than I expected, about 8 % (max range), but I guess we'll take anything.

So the buff in cover is actually losing a debuff from being out of cover, which is itself a buff since IS have better stats over other rifle units.
