I think the suppression on the pwerfer is fine, rather the raw damage is the issue.

Calliope is it damage compounded with its health. Drop damage, and either reduce health to 480 or reduce its range because its so tanky for artillery. Drop fuel price to like 125 fuel.

Game is mostly playable, still many worthless or underperforming units and abilities.
