Ambulance dosen't reinforce bug?

Hi guys. I'm not sure is it a bug or just some game mechanic that i'm not familiar with BUT sometimes when i make a forward retreat/reinforce point with my major/ambulance i cannot reinforce me units. Anybody can explain that to me?

You can only reinforce from the ambulance in connected territory you own.
