You promised to do this ages ago,even took ingame survey and still nothing.
Please solve the duplicate problem for commanders.
An exchange rate of 2 or 3 commanders for one new one of choice should be easy fix.

No, because many people have tons of duplicate commanders, and Relic isn't particularly interested in NOT selling new ones but giving them away for free.
