Currently the videos in the background are capped at 25-30FPS making the menu horrifically un responsive. The menu often goes down to 4fps-25 even on a decent machine and I think the background videos are the issue.
Is there a way to disable them or to tell relic to adjust the menu frame rate cap?
Is it possible to remove the background videos on the menu?

Yea, Relic should do something about this.

you can put a command into the start up line. i think it's -nomovies. but i'm not sure.

i cant actually play the game at all anymore. since they released the brits. lol!
it just refuses to run on my crappy machine. Lags so bad it takes like 3 seconds, before any units will move.

What thunderhun says will work. -nomovies only works on intro (when you start the game), not the actual UI elements. So Cut-Paste everything inside that folder to somewhere else.

flag_aef.lua
flag_westgerman.lua
flag_german.lua
flag_british.lua
flag_soviet.lua
