How would you feel if you spammed sturmpios and retreated halfway over the stepps in the open with an AA half-track after you?
Not a big deal, it turns out it's pretty safe.

Its not a bug the halftrack has to stop and reload it is an intended feature, notice how when it starts to fire again.

It's not that, it got its front firing range arc removed because the gun would glitch into the cockpit. So it's no longer a 360 degree suppression machine unfortunately 
I'm assuming you gave it the target order to attack the one's tailing in front of it and so it wouldn't fire until those guys came into view?

He was driving in reverse the entire time, in the arc of the AA guns.

Is it true that it can't reload while driving? And that it then reloads ultra-fast as it starts shooting againg as soon as there is a stop/change in direction?

Yeah, it looks like it needs to stop to reload, probably a bug.

ofc he was what he meant is that he may target an squad that was not in his arc of fire so he just stopped

I didn't target any squad actively. I let the half-track pick its own targets and simply made sure I was in range. I just drove the thing.
