I'll be honest and should have searched before posting this, so chalk this up to laziness.

I found that if you are at max pop cap, you'll still have the ability to call in the stubby Panzer VI, however, it never shows up and resources are spent similar to the canceled abilities not returning munitions.

It seems the ability on the commander tree has no set pop, so the dispatch ability is always available.
