I see most potential in PzWerfer as anti-infantry/HMG/ATgun barrage. Biggest plus is the fast salvo. All rockets fall in quick succession, so it doesn't give much time to react and run away.
Compared to conventional artillery: If first shot doesn't wipe the squad, enemy usually understands to move away and rest of the barrage is wasted on empty space.
The short firing time also helps to avoid counterbattery barrages. Move in, fire, reverse, rinse, repeat.
Panzerwerfer is best used to shock the enemy. If you have recon of the enemy position, it's possible to achieve sudden blitzkrieg style breakthroughs.
If my frontline gets chewed up by normal artillery, i can expect an attack. Unless enemy plans on walking under their own shelling, they give you good 10-20 seconds of time to react and reposition your troops.
