I just had a game where I couldn't scroll down or right with the mouse. I was able to scroll left and up with the mouse. However I was able to scroll those directions with arrow keys. This bug was extremely annoying and forced me to surrender the game.
Alt tabbing didn't help me out.

I've had it before. Sometimes pressing alt + enter to go into window mode (and back again) fixes it.
