I've had some success with ppsh's recently by just splitting the force:
If you've gone conscript heavy (6 cons) then split them 3 and 3, only upgrade 1st group with ppshs. Engage enemy position with 2nd group at long/mid range then push and flank with the 1st group. Many players won't change their target priority quickly enough as they cross the ground. Once they're across move the 2nd group forward as well if the enemy switches fire.
Or replace as many cons in the second group with maxims as you choose.
Ppsh cons are also a lot better at wiping units in my experience as they can burst them down so quickly and pursue well at close range.
Yeah it's basic fire and maneuver stuff, but most people just upgrade all of their cons and it really isn't worth it.
PPSH needs a buff?
