How can I change the commander abilities on a map? I want to create a airborne map, were the player would have lots of different air support available ...

It is done using the SCAR scripting.
As for specifics, and don't know off the top of my head, I don't do it. There are some articles on this forum discussing it, a search should come up with it.
Keep in mind, it could be frowned up, to use this, to grant access to abilities that are paid for, when a player hasn't paid for them. Somewhere it was stated, that if this was abused, it could be locked out.
