Went late game with USF and i realised..I had 2 jackson and 3 shermans.I took the crews out and added 20 somthing to my pop cap.I then build 2 more sherman putting me over my pop cap significantly.is this illegal?

It's legit. It has been like this since western fronts release

It´s because you can use them also as infatry section, legal to use because of that but forbitten to "abuse" in tournaments

It is legal in automach , however it is not so beloved with coh2 player base as well as ghostwiring , ghostsandbagin etc because it can be easily abused

I am not going to take huge issue with you, GIA, bcs I think it is an abuse, but not a cheater abuse. I see it rather like ghost wiring or capwalking...
