While I dont have any game files or stat date backing me up here, I asked myself the same question some months ago and while I happened to have alot of spare time and 3 p4 armour bulletins, I conducted some tests with a friend. Generally speaking a t34 bounced more shots on a p4 than without the bulletins. Do take this information with a grain of salt though as this couldve simply been rng. Did the test 3 times with bulletins stacked and 3 times without bulletins stacked(just 1 armour increase bulletin instead of 3). So yeah, testing was done but not THAT much. Try it out yourself, I guess. Lets see if you can replicate my results.
