I think the design idea behind Werh arty and Werh itself, is that Werh has all the defensive options, so in theory can set up a very well defended position, which if done right would require allies to counter with indirect fire, which they have good options for.
I think the Werh arty is simply meant for counter-countering their arty units. Hence the counter barrage ability, which I think is pretty good, I even use it on mortars sometimes when they try to bring their own mortar out.

Counter barrage used to be good on the LefH, but now that it's barrages have a cool down it's essentially useless because almost everything it will be counter-barraging can just you know.....
