I'm honestly baffled as to why this is even being proposed.
PROBLEM: OKW has too much manpower, so they can spam volks+obers whole game.
Adding caches doesn't fix that at all. There is nothing obliging an OKW player to build caches if available.
Should OKW be able to build caches?
