Squads that spawn with a slot weapon have a "slot_item_add" action in their sbps file (like Obers), Guards however don't have this, according to files they have only Mosins however in game they always spawn with PTRSs (not counting assault Guards).
How to make them spawn without PTRS?

The lazy way would be to spawn Assault Guards, they do not come with a PTRS

As for using slot_item_add, that seems fairly unusual. It is likely that the person who created the Obersoldaten squad did not want to also make an upgrade, and instead gave the slot_item directly.
