Lower base hq health

This would add some nice variety to the game, if someone just waits for callins they will be punished with low health base, witch can be easily killed off with a arty strike or a medium tank.

I could see this working as a bespoke modded game mode - something similar to Age of Empires "Regicide" mode. But as a standard thing it'd just lead to Penal spamming the hell outta bases.

Umm, do you know what USF arty strikes(IR pathfinders and mechanized one) would do to it?
Maybe it's 'cause the Axis players aren't a bunch of forum crybabies, and they keep their cool and fight the uphill battle, unlike some of their "allied" counterparts.

It takes like 3 strikes to kill an HQ with those arties. I tried it at the end of the game In the Victory Keep playing screen
