I have seen it several times, my 4th guy of Sturmpio stucks in HQ sandbags which makes play with 3 man for a long time, or he makes a marathon a little later, but also i cant get into any houses because 4th guy is missing.
It happens with other unis too, at retreating ,or when units enter the field and pass the HQ.

Just hit climb some random fence on the map at the start and the guy will follow up with the others.
