Somewhat true, but you cannot say the same thing about Luvnest, can you? I will not argue about the fact that penals are strong - they are - but I had some experiences with my partner in our soviet 2v2 games related to penals use. At first, in start game I was insisting in spamming cons and he insisted in spamming penals. He was doing better than me, and penals were truly viable untill middle game. Afther that.... they didn't value to much. Raped by OKW infantry and both Axis' factions vehicles. Finally, in start game we both ended in spamming maxims and the outcome was clearly superior

By the time you get your Penals out, an Ost player is going to have a MG and a gren squad, the OKW a kubel and a volks squad.
Losing to penals is just incredibly poor unit management.

Maybe it's 'cause the Axis players aren't a bunch of forum crybabies, and they keep their cool and fight the uphill battle, unlike some of their "allied" counterparts.
