Since cover is directional, does the game engine try to place troops *beside* it rather than *within* it?
Troops want to stand around my foxholes rather than get in them, and the above is the only explanation I can think of.
How does the game engine use cover?

Squads will run to the nearest cover slot regardless of which direction they are attacked from.

I heard some months ago cover works in 2D now. So I guess like Rzah said, units will stand next to cover, not in it.
