It seems the Sep 24th patch has introduced a ninja buff to the soviet m3. Pre-patch the m3 had 9.4-4 damage. Now it has 18.9-4, almost double the near dps. Check the link to confirm:

No, this patch did not have any ninja changes (unless they fixed some bugs which won't show up in the stat files). This value change is purely due to a bugfix on the site.

I think I agree with that, because when I tested the m3 against inf it seemed normal. It would be good to hear from tengen about this.
