The commander stats are probably somewhat even, actually. Most people don't play at a very high level and at lower levels you definitely see things like Festung support all the time.

I even see people with NKVD Rifle Disruption in their line up so...

The Tiger Docs are overrepresented for sure, mostly because Tigers are simply popular from a "cool!" perspective as well as from a meta perspective.
