If I understand how bulletins work correctly, it should - since both have the unit type/tag to which the bulletin is applied to.

Tensai does the command panther have the same tag as the regular panther? According to this thread the command panzer has a different type line than the panzer IV.
I would like if these kind of bulletins were simply "Panthers gain X ability" or "Panzers gain X ability."
I also think they might as well let Pgrens use the normal gren bulletins.
