So I was playing a custom game, me as USA vs 1 OKW AI on steppes (vanilla map).
I saved the game and later tried loading it but I get the message that I can't load the game because it contains DLC that I don't own.
I own pretty much everything that can be bought (base game, both WFA factions, TOW missions, loads of commanders).
The only thing that I don't have is the extra OKW commanders.
I guess the AI could have had one of those commanders, but that's a pretty silly reason to disallow loading.
