Overall:
Shocks are going to come back because the OKW have two very good close range infantry units (SturmPios and FallJeys)
Artillery will also come back because OKW provide static high value targets on the field
Biggest Winner
Shock Army
Shock Troops and PPSH for dealing with elite OKW infantry
120mm and Artillery for the command trucks
2nd Biggest Winner
CounterAttack
Shocks
The B4 will probably do unpleasent things to Command Trucks
Recon will always be handy
Darkhorse
Partisans
Might be able to do horrible things to OKW trucks with tank hunters
Biggest Losers
Anything with an ISU-152.
You had your brief moment in the limelight, now begone
Also:
Armoured Assault, with T 34/85 being pushed back he now becomes very late game indeed

sturmpios, MG34 spam, and FJ's are a problem. As US I have found the only good counter for this is Infantry company 30 cals.
I haven't played as soviets yet but good call on the shock troops.
The US Assault engineers simply lose against sturmpioneers in a duel.

Tied between Assault Support and Luftwaffe
As being most obviously able to do anything to help out the resource poor OKW
Dark Horse
Ostruppen
OKW have elite infantry and mostly lack faust ability
These as relatively cheep and with faust may find a niche
Biggest Losers
Anything with:
G43s - OKW will do that better
AssGrens - People will be ready to counter Sturm Pios so these guys will have trouble
Elephants - with the ISU gone there will be less need for these
Anything with Tigers or Tiger Ace - OKW have King Tigers so who cares

Agree about arty being more useful (plus I don't think any of the base OKW commanders have an offmap that can target howies directly), however I don't think we've seen the last of the ISU.

You forgot the new meta with PaK43, that thing is now really good, I use it in all my games now, only countered by arty, and arty countered by Luftwaffe air forces >recon + stuka50kg bomb = gg enemy armor.

I absolutely do not agree on Tigers.
They are still great and I can't imagine my KT or JT not being supported by Tiger or panther from my team mate.

Maybe it's 'cause the Axis players aren't a bunch of forum crybabies, and they keep their cool and fight the uphill battle, unlike some of their "allied" counterparts.

going Jagdtiger is much cheaper. (240 fuel/360 fuel adjusted, no teching)
Surprisingly, Tiger I/II have similar main gun penetration but the Tiger II does 240 damage.

Oh they will still be good, and people here will still use them
However beforehand they had the cool factor of being Top Tank, and even people how know nothing else about WW2 know they were powerful tanks.
Now all the PanzerPorn is with OKW however and the choice of meta for the casuals will reflect that
