The barrage at mid-range its not inaccurate at all, I frequently kill snipers with the first shot. At max range it is very inaccurate but during a battle you should be able to move up the at gun and use it closer than max-range.

Based on my experience, I always find that the first shot goes dead on where I want it to hit. The first shot hits the other shots are just to deny the area from the enemy. It's a good ability, I don't think it's OP. At least it's not a cheap hidden device that constantly wipes squads like Soviet mines, and you can actually see the barrage coming.
