I know there was a way to make the germans speak german in the old CoH, before the steam version... Is it still possible, if so where can I download the speech files?

I'm not entirely sure, but couldn't you change the language of your game on Steam to get them directly at the source?
Copy them somewhere else and then switch back to your original language.
Then the issue is to be able to use them without Steam overwriting.
