OnkelSam showed in How to: Set up a CoH2 multiplayer map video how to create Terrain size and playable area, however, he never showed how create the Core area, which separates the players from getting to the edge of the playable area. I want to have the impassible area around the core area like what Relic did.

You can do that with the "Interactivity Stage Editor" (located next to "TER" - territory editor)
Set the interactivity state in the toolbar to 50 and paint a new border around the map, inside of the playable area. For example in Langreskaya the width of this painted border around the map is 50.
