I'm specifically curious because of the Guards rifle 2% pen. bulletin.
Side note: Why doesn't Relic remove, alter or even vaguely inform people about how bugged the accuracy bulletins are for mortars and artillery? They are completely broken and the only way for someone to find out is by being very observant in game. I still see many players using them with no knowledge of this bug.
P.P.S. Why do we still have bulletins like reduced cool down on 120mm mortar call in, 2 of them!!!

I think they do affect, even Machine guns have that penetration bulletin

Since armor for tanks and infantry works exactly the same way, so will the penetration.
Though, some penetration bulletins might affect only a specific weapon (like the main gun on a tank, not it's MGs).
I've checked in the game files for guards, and unless I'm missing something, there's nothing that suggests that the penetration bulletin won't work with all of their weapons.

Maybe it's 'cause the Axis players aren't a bunch of forum crybabies, and they keep their cool and fight the uphill battle, unlike some of their "allied" counterparts.

Yeah it's not a huge effect, but stacking the Guards penetration and accuracy bulletins could have an effect on infantry I think. Guards only get 10% extra from vet 2 so the 2% is OK.
