I have not played Coh3 yet (probably never will). But in the map editor I noticed they are calculating the FOW based on terrain height. Thought I should post some pics for people in case it is not obvious in game and your units are getting merc'ed while they sit idle.

I have positioned the UNIT VISION to be on the PINK dot. You can see that the FOW is very small looking up the ramp of the driveway.

EDIT:
This is not the case for people on higher ground. They will have visibilty all over the lower terrain. So there may be cases where you are getting shot but can't see the enemy.

I have no idea how it is calculated in game. Does unit height matter? Maybe in the editor it is calc'ed from the ground position so it is smaller? Dont know, dont care. Good luck.
