Does the ordering of the listings in squad_loadout_ext for infantry types affect (a) which figure is deemed to be the leader, and/or (b) the order of which figures get items picked up or added by upgrades?
Any information on how those are decided will be appreciated.

Yes this does affect both, the first model is the leader and gets the first slot item. However, once the leader dies, the next in the loadout is set to be the leader. And after reinforcing the model, he is added at the end of the loadout and gets the slot item last. So this only affects the initial order.

So if you want someone other than the leader to get the first slot item, give him a dummy one?

Set in ebps of the leader model in combat_ext/hardpoints/hardpoint/weapon_table/weapon/type to squad. That prevents that model to equip slot items.
