I made and upload a mod from the ingame workshop. but mi friend cannot get the latest version. In fact the mod in his computer un-updated sudently. Is this normal? Thanks!

I wouldn't say that issue is normal but it does happen occasionally. Have your friend unsubscribe from the mod, delete it within the modding hub in-game, then resubscribe on steam. This will probably allow him to have the current version.
