The CoH franchise seem also terrible at providing information about that game.
Imo this can be solved with encyclopedia in game (or out of game). The encyclopedia can be designed to read from game files.
Another option would be to create a "light" version of CoH tool where one will be able to read to stat of the unit without being able to change them.
A very useful tool would also be one that would allow to compare stat of two "bags".
