No, adding scripts is only possible in Win Condition Packs.

The only way to add scripts in a tuning pack is by adding an .ai file in data\ai\personality\
Then again it's not as versatile as an actual script in Win Conditions since it is limited to some functions. It's only useful for modifying/adding A.I TacticFilters and settings, haven't found anything else that can be useful yet.
