The internet is good and the pc is adequate.
From time to time, FPS drops from 80-90 frames to 30-40.
How to stabilize fps?

Might be worth verifying the steam files, this can cause issues and otherwise work fine....until it doesn't.
FPS will drop regardless under certain circumstances though - lots of effects, anything with big flamethrowers, lots of smoke, you get the idea.
