This ability allows USF to have way more units in the field and generate more manpower than it should be.
 
It also allows USF to ignore manpower upkeep "comeback" mechanic 
I think its finally the time to nerf this because of the recent nerfs

This has already been addressed in the recent patch.

USF is the only faction that can reliably break a population of 100 thanks to their ability to decrew their vehicles. To discourage the player from going over the population and continuing to build vehicles, we are introducing a penalty. When the player breaks 110 population, they will take a further manpower penalty.
At 110 population, the USF player will be penalized -100 manpower until they go below 110 population.

I think OP wants vehicle crews to have PopCap equal to their vehicle? If so that's not really necessary given the recent patch. If a player has his tanks idle just to have temporary increased manpower then that's incredibly inefficient. Likewise the total sum of extra manpower that you accrue while repairing your tanks with vehicle crews has to be negligible…
