that achievement was designed to a unique event so I think not.

There is a modded map that unlocks a bugged achievement for one of the campaign maps (iirc it's for Mission 10 which requires you not to lose a single unit), I wonder if the same could be done for other, normally no longer acquirable achievements as well.
