In a recent patch artillery units had their Cd changed so that it applied after the barrage ended increasing the time before the time they can fire again.
This change has not be applied to Creeping barrage that goes on cooldown on the beginning of the a barrage and thus Priest/Sexton can not fire more frequently than intended.
