When UKF sniper is on heal by nearby sections he refuse to fire and also can not use its vet 1 ability

he does not refuse to fire, hes healing
he even has his own animation for that. he puts away his rifle and starts bandaging
move him out of healing range and the animation will stop, he will pull out his rifle again
why do i know that and you dont
