Give all vehicles that can be garrisoned the ability to cap if they have a squad in them.
Garrisoned vehicles can already do this, but because the capping ability is attached to the garrisoned squad you can't issue a capping order to the vehicle: you have to manually drive it into the circle.
The only gameplay effect this has is allowing you to shift-queue capping orders with a garrisoned vehicle.
