Jager light spam on fuel

This match shows my main issue with this unit, despite winning most of the engagements I kept losing the fuel to infiltration spam, jager are just too cheap for infiltration all other units of this type are either more expensive or become useless later on (looking at you partisans).

The idea of infiltration units is just bad. I can accept the fact that paratroopers need to be dropped from the air because you can't do that everywhere (a lot of blocking objects, but we've got cool unit, that's patchfinders to making its easier). Completely removing this ability wouldn't be bad but there is other way to go - infiltration in enemy territory could be more expensive, for instance 50% more manpower and 25% more for neutral territory.
