He used the map hack

The first thing I saw was the engineer's movement, which was not visible, and hid the Strumpioneer.

Look at the location of the conscript behind the wall, switch positions, and take a ground shot.

One of the most notable hackers is the fact that he took a ground shot out of sight of the T-70 where the engine was destroyed.

I remember Deadbolt and The Angry Dutchman playing vs this guy aswell few days ago. Deadbolt also said he was maphacking because he pushed around camo commando's a few times for no reason at all.

The Angry Dutchman also reviewed to Replay on stream. Might be worth looking into as multiple have reported this dodgy player.
