They don't have any free green cover (was that bunker bug ever fixed?) and they don't have any light vehicle stopgaps such as tank traps or reinforced wire. A Goliath would really help out Wher more so than OKW. I understand your point, and wouldn't mind seeing the Goliath in wher, but to say Tellers are the same as other faction's mines and that they will just get swept (dies to removal argument in the magic the gathering community) is misleading.
