I don't think Peter or the developers actually played the patch enough in the closed beta, or the beta testers are not very swift, as they would have seen these problems in playtests.
My suspicion is that the beta testers, like Relic, enjoy very static games that rely on some initial positions with lack of aggressive play, ie., follow-on attacks, cut-offs, etc. If you need to deal with a support weapon, you don't flank, or move, you just bring out a counter (mortar, sniper etc).
When you think about the game from this perspective, which is very low-skill, all these changes make perfect sense, even combat pioneers. You wouldn't risk sending your pio out to attack a squad alone. If you are a noob it's not going to occur to you to send out a gren and pio together to shred up to two conscripts for 40 less manpower.
And of course it never occurred to any of them that the most insane, overpowered thing you can do with Ostheer is make 5 grens, upgrade as many as you can with LMGs, buy a halftrack and own the entire map with your gigantic highly mobile army, which is only vulnerable to arty or armor (if you get that far).
If video of playtests was ever released, I'm sure it would confirm my suspicions.

It'd be a fun patch, except that Soviets can't compete early, and can't compete late. Most people considered the con superiority and map control justified given how fast PzIVs and Ostwinds could roll out, and just forget about the Panther and the PwnUwurfer.
Oh he went shocks? They're standing up to LMG grens? Oh, ok, Tiger doctrine. Even better, Elite Troops.
Did you think about this Peter? Every time I need 2 or more cons and/or maxim to force away 1 LMG gren, that's one other territory he's capping that's not under my control. So if it was the intention to squeeze Soviets onto a tiny corner of the map and wait for call-in tanks, mission accomplished.
Grens should probably be 260 MP at least if the weapons profiles are going to be maintained. If one could always get the drop on an LMG/G43 gren with a PPSH squad or flank and throw a Molotov, it'd be fine. In theory it looks good. In reality it's almost impossible to ever accomplish. Relic's perception of Ostheer players seems to be that they stand around in static positions all game.

This isn't going to be good for Sovs at all...I'm not sure they've thought through the full ramifications of this. Who has the best territory denial stuff? Ostheer...Who needs to take risks flanking out of cover? Who has the longer ranged mortar which can get Vet 3 instantly with a certain commander, which also has G43s, excellent for shredding flanking units from long range? (except for the Soviet doctrinal mortar?)
Hopefully I'm wrong.

It looks like the game is gonna really slow down. If you want to attack something, you're going to have to make sure you have the exact right pathing to stay in cover all the time or you're going to get shredded.
Expect Men of War like pro replays. I don't think the casual crowd is going to like this...at all. But us 1v1 players will, should make things a LOT more interesting and tactical.

On the other hand, Peter Qumsieh worships at the toilet of the Inverse, master of all that is holy in COH.
I say no just because such a major redevelopment of the commander system would likely take 6 months at a minimum.

Dat Elefant seemed to need more support.
I hate Panzergrens too, especially with a sniper out...but you could have done with two, one for shrek support, and one to fight infantry. Against all those T34s, iffy, I know given likelihood of a one or two-shot squad wipe, but still, what are you gonna do?
