A couple of issues I've found while testing with some friends:
as a player I've found I need to double tap the F keys to select buildings
pressing hotkeys as an observer can cause the player hotkeys to stop working, if the players alt tab they can rectify this issue

I just noticed the link to version 1.14 download is actually linking to version 1.0..

No. This has been broken since modding support was disabled. However, there's a "per map" version available: http://www.coh2.org/guides/14707/how-to-spectator-mode
