KV-1 pop cost looks wrong?

Was just watching a replay and noticed that the KV-1 (440mp, 120 fuel) has a pop cost of 9, while a T-34 (280mp, 85 fuel) has a pop cost of 10. Is this a bug?

Probably the old pop cap from before that one patch in which they changed all the vehicle costs and popcap. They probably didn't change it back then because it wasn't available in the game.
