Commander ability little change
Command Panther--- remove CP request，call in after SWHQ deployed.

Infrared HT ---bundle to IR.STG44 be commander ability rename Infrared equipment，cost improve to 220/15 but No need population and limit 1 in battlefield.
IR.STG44 can improve unit sight 20%，and can be upgrade by JLI

Use Infrared equipment replace Scavenge Doc’s Ostwind.

Thorough Salvage---Volks canupgrade Salvage Pack，didn't improve salvage time but also can salvage ammo，and Volks got repair ability
